Anatoly M. Darov, PE


Anatoly Darov represents public and private sector clients in design, construction, environmental, and commercial real estate matters.  He acts on behalf of clients on the delivery of capital infrastructure and building projects with a particular focus on project delivery methods, environmental permitting, design, procurement, construction, financing, and contracting.  Anatoly's clients include:

  • public agencies and authorities 

  • colleges & universities 

  • charter schools 

  • real estate developers

  • architectural, engineering, and project management firms

  • construction contractors and suppliers

  • private clients


Anatoly is actively involved with a number of professional and trade association including NAIOP, the ABA Forum on the Construction Industry, the ACEC Legal Counsel Forum, as well as other local and national construction and real estate industry organizations.


He is admitted to practice law in Massachusetts, New York, and the U.S. District Court for the District of Massachusetts.  Anatoly is also a registered professional engineer in the Commonwealth of Massachusetts and has worked in an engineering capacity on a variety of major building and infrastructure projects.


  • Represented the Massachusetts State College Building Authority as design and construction projects counsel in connection with its capital building program across a nine-campus state university system.

  • Represented the town of Weymouth in connection with extensive amendments and related negotiation of state law and development agreements related to the redevelopment of the South Weymouth Naval Air Station.

  • Represented various industrial properties owners and operators in connection with Clean Water Act compliance.

  • Represented Rockport Music, a private not-for-profit institution, in connection with site assembly, environmental permitting, and design and construction procurement for new performing arts center.

  • Represented the University of Massachusetts Building Authority in connection with design and construction matters related to its capital building program across a five campus university system including the delivery of a $130 million dual-fuel combined heat and power (CHP) facility serving over 2 million square feet of academic and residential space.

  • Represented a Massachusetts-based civil engineering firm in connection with its merger and acquisition activities.

  • Represented a large public charter school connection with leasing and redevelopment matters related to its facilities.

  • Represented a large construction materials supplier in connection with environmental compliance matters arising from its operations.

  • The Engineering Center of Boston, Inc., Director (2010-2013).  Served as Director of an organization providing administrative management services to numerous professional engineering societies and trade organizations.  

  • The Engineering Center Education Trust, Trustee (2010-2013).  Served as a Trustee of an education and charitable not-for-profit trust working to foster education and research in civil engineering and related fields.  

  • American Society of Civil Engineers, Region 1 Governor.  Served as a Governor of ASCE Region 1 responsible for fostering and facilitating communication between the National Governing Board of ASCE and the local Sections and Branches of the Society. 

  • Boston Society of Civil Engineers Section/ASCE, President.  Over a period of 16 years, served as President (2008-2009) and held various positions in the technical groups and board of government of the Boston Section of the American Society of Civil Engineers.  Served as the 2002 BSCES Legislative Fellow to the Massachusetts Legislature through a program designed to provide the General Court with access to the resources of the design and construction community.
